QS Concept logo – independent commercial quantity surveyors in New Zealand

QS Concept.

Independent QS advice
before important commercial decisions are made.

Fixed-scope advice on cost, scope, contract position, and payment before contracts are signed, budgets are relied on, or payments approved.

Most cost problems are not caused by pricing — they come from assumptions that were never properly tested.

WHEN CLIENTS BRING US IN

Usually because a contract, budget, variation, or payment needs to be checked properly before the client commits.

A budget or cost plan has been prepared, but the assumptions have not been tested.
The numbers may look acceptable on paper, but key allowances, exclusions, or constraints need an independent review.

A tender looks competitive, but the commercial position is not yet clear.
Pricing, scope gaps, exclusions, or contract terms need to be reviewed before anything is accepted or signed.

A payment, variation, or final account is about to be approved.
Money is about to move, and the entitlement, rates, quantities, or contract position need independent checking first.

The commercial position is no longer clear.
Cost, scope, contract position, or payment has become uncertain, and the client needs an independent review before the next step is taken.

WHAT WE ACTUALLY DO

QS Concept provides short, fixed-scope reviews at key commercial decision points in construction projects.

We test the numbers, review the contract position, and clarify what the client is committing to before the next step is taken.

CLARIFY THE POSITION
Budgets, scope, assumptions, and likely cost exposure reviewed independently before the client commits.

REVIEW THE DETAIL
Tenders, contract terms, claims, and payment positions checked properly before decisions are made.

SUPPORT THE NEXT STEP
Clients receive a clear view of what they are committing to before moving forward.

HOW WE STEP IN

Fixed-scope. Fixed-fee. Brought in when an independent review is needed.

Each Capsule is a defined way to review the commercial position, clarify risk, and support the next decision.

Feasibility Capsule

Early review of budget, scope, and assumptions before a project moves too far on the wrong basis.
Independent check where allowances, exclusions, or constraints need to be tested properly.

Cost Certainty Capsule

Independent review of budgets, allowances, and scope before key numbers are relied on.
Used where the likely cost position needs to be clearer before commitment.

Tender & Contract Defence Capsule

Independent review of pricing, exclusions, and contract terms before anything is accepted or signed.
Used where the tender looks workable, but the commercial position needs checking properly.

Payment Assurance Capsule

Independent review of claims, variations, and payment positions before money moves.
Used where payment, approval, or final account amounts need checking before they are agreed.

WHAT THIS LOOKS LIKE IN PRACTICE

Example 1 – Early intervention before commitment

A client was preparing to proceed based on feasibility work prepared by others. We identified that key assumptions had not been properly tested before the budget and delivery approach were relied on.

The project was reshaped early, before those assumptions created avoidable cost and programme pressure.

Example 2 – Tender reviewed before signing

A client was preparing to accept a preferred tender and move into contract. We identified that gaps in scope and contract terms needed to be clarified before anything was signed.

This allowed risk and responsibility to be addressed early, rather than absorbed later through cost pressure or dispute.

Example 3 – Payment position checked before approval

A client was asked to approve a payment position that included variations and allowances that were not clearly supported. We reviewed the position independently before money moved.

The payment position was clarified before approval, reducing the risk of overpayment and avoidable dispute later.
